Jack A. Kates<\/a><\/p>\nAll used vehicle(s) exported to Uganda from Japan must pass the JEVIC Roadworthiness Inspection (RWI), as regulated by the Uganda National Bureau of Standards (UNBS), prior to export. The criteria includes the following;<\/p>\n
IMPORTANT: Any vehicle not inspected in Japan and arriving in Uganda will incur a fee calculated on 15% CIF and be subject to inspection upon arrival by UNBS.<\/p>\n
<\/p>\n
1) Vehicles<\/h2>\n
a) All vehicles include; motorcycles, small vehicles, passenger vehicles, commercial,
multi-purpose vehicles (includes trucks and buses).
b) Parts and components of the vehicle operate as manufactured.
c) Vehicle(s) to be presented in a clean manner. Engine to be washed so the VIN and
Engine number can be identified.
d) No CFCs (R12)
e) No Age Limitation
f) RHD \/ LHD vehicles are accepted.
g) Vehicle must not be contaminated with radiation.<\/p>\n
2) Required Document<\/h2>\n
a) The vehicle must be presented with an original Export Certificate.<\/p>\n
3) Details of Inspection<\/h2>\na) Visual Inspection<\/h3>\n
i) General Appearance<\/p>\n
\uf0b7 Cosmetic corrosion will not need to be painted.
\uf0b7 No repair that detracts from the general appearance of the car (such as taping).
\uf0b7 No excessive damage to a panel and vehicle structure.
*Painting color needs to be the same as the one of vehicle body, and completed not to
detract the appearance.
\uf0b7 No sharp or dangerous projections (including broken aerial, cross-section surface of
damaged parts, etc).
\uf0b7 No missing parts.
\uf0b7 No excessive loose parts.<\/p>\n
ii) Doors<\/p>\n
\uf0b7 To be able to open and close smoothly.
\uf0b7 All components are fixed firmly.
\uf0b7 To be able to lock.
\uf0b7 Power operated doors to be able to be operated manually.
\uf0b7 Draft excluders and weather rubbers are present and working.
\uf0b7 Sliding doors are able to be secured in the open position.<\/p>\n
iii) Interior<\/p>\n
\uf0b7 All door, interior linings and upholstery are free from excessive damage (such as
open tears and staining).
\uf0b7 Not containing a large amount of rubbish.
\uf0b7 Components are not to have any deterioration, looseness, and other excessive
damage.
\uf0b7 To be equipped with safety belts that function correctly.
\uf0b7 No corrosion that affects the strength (if corrosion present this must be painted e.g.
painting with chassis black (paster)).
* Standard of corrosion of cargo compartment for commercial vehicles, such as a van, it
is the same as that of trucks. (Refer to Truck section)<\/p>\n
iv) Suspension \/ Underside<\/p>\n
\uf0b7 No corrosion that affects the strength (if corrosion present this must be painted e.g.
painting with chassis black (paster)).
* Excluding areas predetermined to rust (only unprotected from manufacture. e.g. surface
of differential case).
\uf0b7 No leakage of water, oil and fuel.
\uf0b7 No tear\u2019s of the boots or bushes.
\uf0b7 No loose mounts.
\uf0b7 Shock absorbers operate normally.<\/p>\n
v) Exhaust System<\/p>\n
\uf0b7 No leakage.
\uf0b7 No excessive noise.<\/p>\n
vi) Tyres<\/p>\n
\uf0b7 Correct size for the vehicle.
* Rejected \u2013 the tyres shall not touch the body.
\uf0b7 No cracking, bulging or tear in the fabric which is more than 25mm longer or 10% of tread width.
\uf0b7 Tread more than 1.6mm.
\uf0b7 Fixed to the vehicle firmly.
\uf0b7 Correctly inflated.<\/p>\n
vii) Engine Bay<\/p>\n
\uf0b7 No fluid leakage including water, oil, or fuel.
\uf0b7 Not containing a large amount of rubbish.
\uf0b7 No excessive noise or vibration, and mechanisms functioning correctly.
\uf0b7 No corrosion to any significant parts (if corrosion present this must be painted e.g. painting with chassis black (paster)).
\uf0b7 No excessive deterioration or damage to the belts.
\uf0b7 No fluid leakage from or sulphation of the battery.<\/p>\n
All wiring and cables to be properly fixed.<\/p>\n
viii) Instrumentation<\/p>\n
\uf0b7 Displayed mileage must be the actual traveled.
\uf0b7 All functioning correctly.
\uf0b7 Main bulbs working (such as warning lamps and odometer display).
\uf0b7 No warning lamps to remain on after the engine is started.<\/p>\n
ix) Accessory (such as Air condition, Power window, Horn, etc\uff09<\/p>\n
\uf0b7 All functioning correctly.<\/p>\n
x) Lighting<\/p>\n
\uf0b7 All bulbs working.
\uf0b7 Switches functioning correctly.
\uf0b7 No damage to lenses such as cracks etc.<\/p>\n
xi) Reflectors<\/p>\n
\uf0b7 Rear reflectors need to be colored red.
\uf0b7 Front or middle reflectors need to be colored in orange.
\uf0b7 Securely attached.<\/p>\n
xii) Mirrors<\/p>\n
\uf0b7 To be able to retracted backwards.
\uf0b7 If able to be stowed; operating correctly.
\uf0b7 Securely attached.<\/p>\n
xiii) Wipers<\/p>\n
\uf0b7 Function correctly in accordance with switch operation.
\uf0b7 No excessive corrosion (if corrosion present this must be painted e.g. painting with
chassis black (paster)).
\uf0b7 Rubber blade functioning correctly.
* Rejected \u2013 deterioration of rubber blade.<\/p>\n
xiv) Glazing<\/p>\n
\uf0b7 No crack longer than 15cm in the front windscreen.
\uf0b7 No crack longer than 2cm or \u201cstar\u201d damage diameter greater than 1.5cm immediately
in the drivers line of vision.
\uf0b7 The glass of the windscreen, driver\u2019s window and front passengers window will be of
clear glass (except for original manufacturers color).
* Rejected \u2013 any tinted films and stickers.
\uf0b7 Marked with appropriate safety standards (such as JIS).: within +\/-3km\/h\uff08driving at more than 20km\/h\uff09<\/p>\n
b) Inspection Using Testing Equipment<\/h3>\n
i) Side Slip
Side Slip : 5mm in\/out for 1m travel
ii) Speed meter
Reading : between 15\uff5e25km\/h\uff08driving at 20km\/h\uff09
Deflection : within +\/-3km\/h\uff08driving at more than 20km\/h\uff09<\/p>\n
iii) Brake<\/p>\n
Sum of main brake : more than 50% of mass (vehicle weight+55kg\uff09
Sum of parking brake : more than 20% of mass (vehicle weight +55kg\uff09
Sum of rear wheel brake : more than 10% of axis weight
Front Pull : within 8% of axis weight
(front: axis weight+55kg \/ rear: axis weight\uff09<\/p>\n
iv) Headlight Illuminance<\/p>\n
4 lights : > 12000cd
2 lights (available low beam light at the same time\uff09 : > 12000cd
2 lights (not available low beam light at the same time\uff09 : > 15000cd
Light axis
To be set within 10m from the front of the vehicle.<\/p>\n
v) Exhaust<\/p>\n
Petrol<\/p>\n
CO : under 3.5\uff05
HC : under 1200ppm<\/p>\n
Diesel (metered smoke test)<\/p>\n

c) Operational Testing
i) Abnormality at driving
No excessive noise or abnormality when driving the vehicle.
